Not legal advice. Firearms law is changing quickly at the federal and state level. Confirm anything that affects a purchase with current ATF guidance, the Colorado Department of Revenue, or a licensed attorney.
Gun dealers nationwide are navigating the biggest shift in federal firearms regulation in decades. In late April 2026, the ATF released 34 rulemaking notices under its New Era of Reform banner — rolling back aggressive enforcement and modernizing forms that had not been updated in a generation.
For buyers, sellers, and transfer customers, the FFL law changes of 2026 mark a genuine turning point. In Colorado, the picture is more complicated: while Washington eases paperwork for licensed dealers, the state is adding requirements of its own — from a mandatory state dealer permit to a permit-to-purchase law effective August 1.
Federal relief. State expansion. Plan around both.
What Changed at the Federal Level
The zero-tolerance enforcement policy is over. Honest paperwork errors are separated from willful violations. Dealers who lost licenses under the old framework may reapply. NICS alerts are narrowed to trafficking cases.
Forms, Records & the $0 Stamp
Effective January 1, 2026, the federal tax stamp for suppressors, SBRs, SBSs, and AOWs dropped to $0. Registration and ATF approval still apply — this is not NFA deregulation — but the $200 fee is gone and eForms have been processing faster.
Forms 1, 4, and 5 were updated. Proposed rules would authorize electronic A&D records, define retention periods, and simplify the Form 4473. Several items remain in public comment — treat specifics as a moving target.
Colorado's Counter-Move
Since July 1, 2025, every Colorado firearms dealer must hold a state firearms dealer permit in addition to a federal FFL (HB24-1353). Operating without it is a felony with fines up to $250,000.
SB25-003 creates a permit-to-purchase for covered semiautomatic rifles and shotguns with detachable magazines. Buyers need a sheriff-issued eligibility card plus a safety course.
August 1, 2026 deadline
Covered semi-automatic purchases require an eligibility card and safety course under SB25-003. If you are planning a purchase, start the process early — do not wait until the week of the deadline.
Franktown & Douglas County
Federally, NFA paperwork is cheaper and local shops face less revocation risk over minor errors — stability matters when you want a dealer who will be here next year. The August 1 Colorado deadline still governs semi-auto purchases in Douglas County regardless of federal changes.
Franktown Firearms holds both federal and state licenses and processes transfers daily at 7460 CO-86. Our team can walk you through what applies to a specific model before you commit.
Heading Into 2027
Not all 34 ATF notices are final. Watch record retention rules, electronic 4473 expansion, and refinements to the engaged-in-the-business standard. SB25-003 is widely expected to draw court challenges. Check current guidance before any purchase — do not assume last month’s rules still apply.
Frequently Asked Questions
What are the biggest ATF rule changes in 2026?
The largest changes are the end of zero-tolerance enforcement, a package of 34 modernization notices, and a zero-dollar NFA tax stamp for suppressors and short-barreled firearms. Many pieces are still proposed rules in public comment.
Do Colorado dealers need a state firearms dealer permit?
Yes. Since July 1, 2025, a Colorado firearms dealer permit is required in addition to a federal FFL under HB24-1353. Dealing firearms without one is a felony.
How does this affect buying in Douglas County?
Federally, NFA paperwork is cheaper and dealers face less risk over minor errors. Locally, SB25-003 requires an eligibility card for covered semi-autos starting August 1, 2026.
