Not legal advice. Firearms law is changing quickly at the federal and state level. Confirm anything that affects a purchase with current ATF guidance, the Colorado Department of Revenue / CPW, or a licensed attorney.

The Colorado firearms eligibility card process officially begins Monday, July 20, 2026, at 9:00 a.m., when Colorado Parks and Wildlife opens its new Firearms Safety System online portal. That portal is where every Coloradan who wants to buy a specified semiautomatic firearm after August 1 will start the application.

If you have been waiting for a concrete first step, this is it. The portal goes live in days, and the August 1 effective date of SB25-003 follows less than two weeks later.

This guide walks through exactly how to get started: creating your account, what your county sheriff will ask for, the fees involved, and which safety course you will need. One note before we dig in. This article is general information from your local range, not legal advice, and the rules can shift, so verify current requirements with CPW or an attorney before you act.

Portal opens July 20. August 1 is the purchase deadline — start early.

What Is the Colorado Firearms Eligibility Card?

The Colorado firearms eligibility card is a state-issued credential confirming your county sheriff has approved you and you have completed a required firearms safety course before purchasing or transferring a specified semiautomatic firearm. It was created by Senate Bill 25-003 and takes effect August 1, 2026.

A specified semiautomatic firearm, or SSF, is a semiautomatic rifle or shotgun that accepts a detachable magazine, or a gas-operated semiautomatic handgun with a detachable magazine. That definition covers a huge share of modern sporting rifles and many popular pistols. The Colorado Department of Revenue maintains the official SSF list and updates it as new models hit the market.

Just as important is what the law does not touch. Bolt, pump, lever, and slide action guns are exempt. So are most rimfire .22s without a separate upper and lower receiver, recoil-operated semiautomatic handguns, guns with permanently fixed magazines of 15 rounds or fewer, and antiques.

You also do not need a Colorado firearms eligibility card for anything you already own before August 1, 2026. If everything in your safe falls into those categories, this law may never affect you. If an AR-style rifle or gas-operated pistol is on your wish list for this fall, keep reading.

How Do You Start the Application on July 20?

Your Colorado firearms eligibility card application starts at CPW’s Firearms Safety System web link the moment it activates on July 20. You create a user account, complete the online application, and receive an application ID number. There is no paper option.

Every application must be filled out online, so you will need internet access to submit. If you do not have a reliable connection, CPW offices can help, and some sheriff’s offices have public computers, though not all do.

The application itself covers eligibility basics. You are attesting that you have no state or federal conviction that prohibits you from possessing a firearm, that you will follow Colorado law on purchase, storage, and lawful use, and that you will not give firearm access to someone you believe is a danger to themselves or others.

If you have Colorado hunter education credentials, add them during this step. That single detail determines which safety course you take later, and it can save you eight hours of classroom time. Out-of-state hunter education must be verified at a CPW office first, so handle that before you apply.

Once you hit submit, your application drops into your county sheriff’s queue. Nothing else happens until you complete the next step.

August 1, 2026

Covered semiautomatic purchases need an eligibility card and approved safety course. Do not wait until the week of the deadline.

What Does the Sheriff Require, and What Are the Fees?

The sheriff needs two things before your Colorado firearms eligibility card application moves forward: a government-issued photo ID and a completed name-based background check of national and Colorado criminal history databases. The background check must come from a third-party vendor, with the vendor’s written attestation that it performed the check.

This check is separate from the InstaCheck run at the gun counter. You arrange it yourself, and each sheriff sets its own procedure for submitting documents, either physically or electronically.

Fees are collected at this stage. CPW’s portion is $52.00, set by the Parks and Wildlife Commission. Your sheriff may add an administrative fee on top, and you pay whether or not your application is approved. Budget for the vendor background check too, since that cost is also on you.

A quick reminder at the halfway point. Rules, fees, and county procedures are moving targets right now, and nothing here is a substitute for professional legal guidance or the current text of the statute.

One practical warning from recent news coverage: sheriffs across Colorado are handling this differently. Some counties plan to process applications only for their own residents, and CPW itself advises confirming your sheriff is accepting applications before you count on a timeline. Call ahead. It beats waiting on a queue that is not moving.

What Does This Mean for Shooters in Franktown and Douglas County?

If you live in Douglas County, your application routes to the Douglas County Sheriff’s Office, so watch their website for local submission instructions and any county fee once the portal opens. For our neighbors in Castle Rock, Elizabeth, Aurora, and across the south Denver metro, the practical takeaway is timing.

Sheriff review, a safety course, a written exam, and the standard purchase process all stack up. A buyer starting from zero should expect the full path to take weeks, not days.

Franktown Firearms Shooting Center has tracked SB25-003 since it passed, and our counter staff at 7460 CO-86 in Franktown can explain how the Colorado firearms eligibility card fits into a normal purchase or FFL transfer. We handle transfers daily and will be querying the Firearms Safety System like every other Colorado FFL come August 1. Questions? Call 720-770-7777 or stop in.

Which Safety Course Do You Need, Basic or Extended?

Which course you take depends entirely on your hunter education status. If you have CPW-verified hunter education, you qualify for the Basic Firearms Safety Course, a minimum of four hours of instruction. If you have never taken hunter education, you must complete the Extended Firearms Safety Course, a minimum of 12 hours spread across at least two different days.

Three rules apply to both courses. Instruction is in-person only with a sheriff-verified instructor on site, and online courses do not count. You must score at least 90 percent on the final exam. Your course completion also expires after five years, so this is not a one-and-done credential.

One detail that surprises experienced shooters: CCW training does not transfer. The background checks and coursework you completed for a concealed carry permit are not reciprocal with the Firearms Safety Program, so longtime permit holders start from the same line as everyone else.

Your Colorado firearms eligibility card is only issued after the sheriff approves your application and your passing course score is entered in CPW’s database. CPW publishes its list of verified instructors starting July 20, and you can train with any instructor anywhere in the state.

Frequently Asked Questions

When does the SB25-003 application portal open?

The Colorado firearms eligibility card application portal opens July 20, 2026 at 9:00 a.m. MST on the CPW website. The law itself takes effect August 1, 2026, and only applies to purchases and transfers on or after that date.

How much does the firearms safety course Colorado process cost?

CPW collects a $52 application fee through your county sheriff, and you pay it whether or not you are approved. Expect additional costs for the third-party background check, any sheriff administrative fee, and instructor course fees.

Do I need a card for a specified semiautomatic firearm I already own?

No. Firearms in your possession before August 1, 2026 are not affected by the new law. The card is only required for purchases and transfers of specified semiautomatic firearms on or after that date.
